Reservation points questions

Had to cancel at GCH in September and in order to use those "reservation" points I re-booked at a resort in WDW (bad use of points, I know, but I was stuck with the points) Anyway, I have a few questions about these points. If I were to cancel this reservation and re-book for another time, do I pay $95 to cancel and $95 to re-book or do I pay it just once? Also, can a "reservation point" reservation be linked with a cash reservation if done through MS?

It's my understanding that each rebook is $95.

MS can't make cash reservations at non-DVC resorts. Only DRC can do that.

They do not charge a cancellation fee. If you cancel and rebook, you pay nothing to cancel and $95 to book the new reservation.
