So, how would this work. We have a week scheduled in Nov at a discounted rate that was only good for 7 nights. We are checking into the WL on Nov 4 for 7 nights. Want to book two nights before that probably at Pop Century but want a discount. I know that in Nov there usually are FL Resident rates that go into effect. Should I just wait for the announcement and book then or if I book now and the rates get reduced will they apply the discount? What is the likelyhood that I would not get a room for Nov 2 and 3rd?

You could probably get a room then without a problem, so booking this far in advance is really not necessary. You can however book now and then if a code is released have it applied to your reservation that way you know you'll have the room one way or another.
