Replacement passport card

Hi just wondering how I can get a replacement passport card? A little background I was in a house fire back on November 18th my parents and grandmother died in the fire I use to live in New jersey but now live in Orlando Florida with my sisters family not my choice had no where to stay in New jersey anyway my passport card was destroyed in the fire it was not lost or stolen any advice would help thanks,steven
 
As noted, you'll need to report it completely lost, although you should be abled to do that without submitting an application for a new one. Even if you have an intact passport book, I don't believe you'll qualify for a mail-in renewal, which requires submitting any existing "undamaged" passport and/or passport card.

Not sure how it works with the new online passport renewal. That has limited time where one can request it - when a passport and/or passport card is within a year from expiring or expired less than 5 years. I did it that way and wasn't required to submit my passport or passport card. However, I understand that if one is lost/stolen/damaged that it's technically not allowed and needs an in-person "new" application. That's what happened with my kid when we couldn't find the passport card. In that case we filed the lost card form as part of the application.

For kids, in person is always required even if the old passport/card is not lost or stolen.

I know. But in that case I was just getting at submitting the lost passport/card form along with the application. If it's lost/stolen earlier, it can be reported separately (without an application) if a replacement isn't needed immediately.
