You can make arrangements to stay at
DVC resorts directly through Disney (just like any other WDW hotel). Sometimes, they even have discounts.
The other option is to make a private arrangement with someone who is a member of DVC. This has been done through the Rent/Trade Board on this site or on E-Bay. Disney is not involved in the transaction at all and you have more limited cancellation options. You also get the same limited maid service that members receive (not a big deal). If you book through Disney you get regular maid service.
