Renting watercraft at resort marinas

Can anyone (within the age/rental guidelines) rent watercraft at the resort marinas or do you have to be a guest of the specific resort? We're still deciding which resort to stay at and wanted to know if I have to factor this into the decision-making process. Thanks!

Anyone can...you don't have to be a guest of that resort.
