Renting Points/still get FL residents discount on DDP's??

I have family that are meeting us there. They are FL residents, renting points also. Memb. Serv. won't talk to them and neither will Disney dining. MS says they "can't answer his questions because he is renting points". Disney dining says they "can't answer his questions because he is renting points" :confused3
I have messaged the owner, but am anxious to know....since they are FL residents-will they still get their FL res. discount on the DDPs? How would that work? or not....
 
There is no FL resident discount for the DDP. Only dining plan available to them will be the DVC DDP, and must be added to the reservation and paid in full by the DVC member at least 48 hours prior to check in.

No ticket purchase is required for DVC members to add DDP. They will still be able to get the FL resident park tickets when they get there if they have the proper ID.

Someone more knowledgeable will probably chime in, but I think FL residents can purchase a TIW card without an AP. This is different than the DDP though.
 
Correct FL residents without APs can purchase a TIW card for $100- that is the only dining thing available to FL residents and not everyone else- there is no discount on the dining plan.
