Renting points from DVC members

We're going to WDW in February, Is it still possible to rent points from a DVC member or does it have to be 7 months prior?

Sure it's possible. The reason that you want to make a reservation closer to 11 months is that it improves your chances at getting the more popular accommodations. At 11 months members can make reservations at their home resort. At 7 months members can make reservations at any resort so you odds of getting what you want goes down.
