Renting Points at Certain Resorts

I see some points offered from time to time for rent that are good at certain resorts only - is that due to the owners having promotional points? Just trying to determine what circumstances result in an owner renting out points that are good only at certain resorts...

Developer points can only be used at certain resorts and you will see a lot of that. Others might only want to book up until that 7month window before Banking so they will advertise at only their Home resort.

That makes sense - how are developer points accumulated? Is it always via referral bonuses or purchase incentives?

It can be that but it can also be say you buy into BLT now but your Points really aren't in the system as the unit is not built yet. Well they give you Developer points instead of holding you until it's done.
