If my mom decides she needs an ECV (I think that's the right initials) for a day, and she rents one from Disney, how does the process work? Where does she pick one up? And if we arrive early in the morning, and want to go rest mid-day at our resort, and then come back in the evening, would she have to turn it in when we leave, and then pay again if she needed it that evening?

They have ECV rentals at the same place as they rent strollers. You keep your receipt and you can get another ECV when you return as long as they are available

For more information, follow the link in my signature or look near the top of this board for the disABILITIES FAQs thread.

Post 2 of that thread is about renting wheelchairs and ECVs.
It has a lot more details.

You do take a chance by leaving the park. You return your Disney scooter when you leave the park. You get a slip to keep if you are returning to the park. This slip gives you access to a scooter when you come back, but it's only as good as a scooter is available. If there are no scooters left when you return you can go on a waiting list and they will contact you by cell phone when one becomes available. There's no guarantee on the availability of the scooter when you return.

Most of the time you should be fine returning and getting a scooter, but it does depend on the park, the season and so forth. We did this a few times ourselves and one time we waited for a scooter over two hours. We managed by staying close by.
