Do any of the Resorts have a rental car place?

Yes, the Dolphin does. Also the car care center near the Magic Kingdom. (These are National/Alamo) I've also read some of the village resorts have rentals from other companies, not sure which.

most conc can get you a rental pretty quick

there were zero cars= luxury or premium at the dolphin this past week- we were told not even to try to call there because they werent sure they were even open-
