Rental car under 25?

I can't seem it find it but can someone tell me which rental car companies will rent to couples when they are both under 25? One is active duty military if that helps.

Looks like there are many agencies in Orlando which will rent to younger drivers, but be prepared to pay a hefty surcharge.

I can't remember what its called, but have them try the military travel company. I know DS rents cars a lot and he is able to do it without the extra fees.

This is by far the best deal if you are under 25. It is a code for National Car Rental which will give you a discount on the price of the car and waive all underage fee's (at least thats what it says )

Just make sure the code isn't a company code that requires ID at the time of rental. I checked, that code is for Ohio State University. I don't know if you need ID and if it's for students or just employees of Ohio State.

I'd have a backup plan if that code isn't accepted.

By the time you pay for the surcharges you might be better off staying at a WDW resort, use DME and fill in with taxis.
