Rental car fees and taxes?

Hi all, I'm looking for a little help with my question. I was looking at rental prices from Hertz for Oct. I thought I had a pretty good price but then I did the dreaded submit and the price went way up- which it usually does. So I looked at the fees and one said "privilege fee if arriving on a flight within 48 hours". We are not arriving for 7 months will this come off at the time of rental? or is this 48 hours from when we arrive in Oct. If that is the case shouldn't this charge be part of the price since most people rent within 48 hours of arriving at the airport? Anyone have any thoughts? TIA
