Rental car extra drivers?

Are there any Orlando car rental agencies that don't charge for extra drivers? My recent great deal with Dollar was diminished quite a bit by my choosing to declare a couple of extra drivers. As it turned out they only drove once each, so it's a bit galling to have to pay that $8 charge for both drivers times each day of the rental, but it's my bad for not understanding the deal. Anywho, I'm hereby doing my homework for next time.
 
I believe the only one may be National and that's only if you join Emerald Club.....it's a perk of EC membership to allow immediate family members who reside in the same household (needs to show such on their license) as additional drivers....however, I believe the standard rule as to age holds ....being 25 for almost all rental agencies....unless the driver who is under 25 is driving for business purposes and the vehicle is rented for business use. At least that's the way I've always understood it.
 
Budget doesn't charge for your spouse. I'm not sure if they charge for others since I've only ever gone with dh.
They are in terminal too.

I just signed up for the EMERALD CLUB and booked a really good ressie. On confirmation, it didn't include additional driver????

Do I book the addional driver when I get to the counter? I was hoping to do the counter by-pass thing. We have not rented a car before.

If the additional driver is your spouse, they are automatically covered even though they are not listed on the rental agreement.

Yes, you can go directly to the car. There is no need to do anything else - he will be covered automatically under the terms and conditions of the Emerald Club program.
