I thought that all of 2019 would be released last week but it shows that only up to September can be booked. When do they usually release the rest of the year? Also, when you qualify to book earlier can you only do that by phone? I tried looking on Wednesday online (i am silver) but couldn't figure out how to see availability for the new cruises.

Yes, the days that are open to CC status (and now Golden Oak and DVC and ABD Insiders) are only by phone.

I will likely book with dreams unlimited for our next cruise. so how does it work then with a TA if I don't know the itineraries or prices since I can't see it myself online? For example, I am looking for an eastern Caribbean in November. will they just book all options and then just cancel the ones I don't want after the opening day frenzy is over?

As happened on here this release, the itineraries will be out generally a few days before Platinum booking begins so you can see the itineraries then. Odds are in November there will be 2 Eastern an 2 Western on the Fantasy on alternating weeks, so it's not like there are "tons" to choose from. It won't have the rates, but unless one of the weeks is over Thanksgiving, there will probably not be a huge variance in the rates for what will likely be the same itinerary.

It's better to go ahead and establish a relationship with a TA now IMHO so that you'll know who to contact and how when the information comes out.
