regular dining vs deluxe....gratutity

From everything I have seen on here and read it is not included in either one, however when my dh talked to cm this morning she said it is included in the deluxe version! Anybody know for sure what the actual answer is to this?

Were they talking about 2007 or 2008? Maybe that is where the confusion was.
I see that gratuties are included for the dinner shows, in room dining and pizza delivery in 2008.
