Registering vehicle in CA. How?

Reading some conflicting information. DS is in CA. He’s not sure he’s going to become a permanent resident. He’s supposed to renew his Florida plates this summer.

What would he need to get CA plates on the car? I’m guessing the first thing he would need is his own insurance policy (he and his vehicle are currently on our family policy.)

Would he have to establish residency to get a CA license, plates, registration, etc?

Start here. Theoretically one doesn't have to be considered a resident until present for at least 6 months in a 12 month period. But it's complicated. If someone was there for something like a 12-month contract job with a defined end, I'd think they would consider that to be where gaining residency isn't a given.

Apparently it requires a vehicle that either gets an exemption or is more than two years old (I suppose by first registration) or with more than 7500 miles to qualify. I think that's supposed to prevent people from buying cars that aren't California emissions compliant and bringing them in on a permanent basis. The time and/or mileage wouldn't be practical.

It will also need to be verified in person by someone authorized to do so (DMV employee, law enforcement officer, or someone with a license to do so.
