The answer I received :
“We do not recommend using a VPN. The reason the service is not offered is due to laws put in place by countries that are not the USA that limit the kind of personal information that can be shared online.
I have seen multiple posts with the same information on various sites when people have contacted Disney about why they are/were not able to register for DAS from Europe and the UK.
Disney offers DAS Advance video registration for WDW in the US and Canada. The US Disney website DAS information is blocked and will not load from other places for registration. Some people in the UK and Europe have tried to get around that by using a VPN (Virtual Private Network) that disguised where they actually were connecting from.

You can't use VPN from the UK anymore, I'm afraid. I was able to use it in May for our June/July trip last year but when I tried to renew it at the beginning of October for our Oct/Nov 2022 trip I could still get on the site but the ability to sign up for a video chat was blocked and wouldn't connect and so we had to wait until we were physically in our first park to renew it at one of the Guest Experience blue umbrellas
I have seen reports like this posted in various sites recently. Apparently, Disney has been blocking various VPNs that people were using to register for WDW DAS from the UK and Europe. So, even though people have used one before, the same VPNs no longer works as Disney blocks them.

Even though I am in the US, I had the same issue when I registered my daughter for an April 2023 visit. We have VPN for travel that is only supposed to connect on demand when accessing an unsecured network. I was able to do the text chat, but the video chat was blocked and wouldn’t connect. The CM asked if I was connected to a VPN; I didn’t think I was because I was home. But, when I checked, the ‘on demand VPN’ had come on and I couldn’t get it to stay off.
I finally was able to connect to the video and complete registration by turning off Wifi and using my phone as a hotspot for my iPad.
I had not thought about it until now, but I also had issues with the video staying connected last Fall.

I‘m closing this thread since using a VPN to appear to be registering from the US is circumventing a Disney policy
