Refresh my memory; can I transfer banked points?

My BIL who is also a member needs some extra points. I have about 100 currently banked. Can I transfer some over to his account?

Is this difficult? I've never done a transfer.

No, banked points cannot be transferred.

You can make a reservation for him (in his name) using your points and he can then link that reservation to a reservation made using his own points.

While banked points cannot be transferred, transferred points may be banked.

No. Sorry, We are not allowed to transfer banked (or borrowed) points.

You can either transfer current year points or you might make a single night reservation in your BIL's name and have MS link it to the rest of his reservation.

I agree with the above. However there are times when you need the points in one account. If this is one of those times, like DCL or HAL, you should present your situation to DVC, they may allow the transfer if that's the only way to make it work. Also, use years may not match up so you can use your points for what the other party wants so be careful with this and esp with transfers in general.
