Refillable mugs-what is the skinny and where do you get them?

I have seen all these posts for these mugs. Where do you get them, can you only get them at the hotels/resorts, what is the story?

Yes all the resorts have them. They cost $11.99 plus tax and can be refilled with soda, coffee and tea. The four main parks dont's have them but I think Blizzard Beach used to has a mug you could buy and refill. Not sure if they still do.
