Interesting.

There is a lot of detail, but understandable. RCID is basically a small county gov't. For people who think gov't should be run like an private business and thus think that means on the cheap this may open your eyes about things. RCID is run by a private business (Walt Disney Company) and looking at the details there are certain things that just need to be done.
