random question...sorry

i was wondering how i can put one of those glitter signatures into my signature. when i go to change my signature it says in the box below "posting rules" and it says HTML code off. how can i turn it on so i can put the glitter thing and a countdown into my signature? do i have to reach a certan number of posts? thanks !
