Random 2017 Boo-to-You parade character question

I was looking at my pictures from the parade and saw a character I did not recognize and I was hoping someone here could identify him. He was in the villains part of the parade (when It's Good to be Bad is playing) after the hyenas and the skeleton band float. He was dancing with Oogie Boogie, the evil stepsisters, Cruella, etc. In my pictures he was blurry or blocked by other characters but when I YouTube'd the parade I could swear it was Dick Dastardly or Snidley Whiplash but I know those are not Disney properties so it couldn't be them. He is thin, has a thin handlebar mustache, wears and cape and top hat. Does anyone know who I am talking about and who is he?

I love “It’s good to be bad”! My fav part of the parade and am thrilled it is currently stuck in my head now!
