Personally, I can't stand ponchos. There's something about wearing them that's uncomfortable, the rain sliding down your head, I dunno. I bought a $10 london fog umbrella that is VERY small and has a little waterproof case to keep it in. It is about the size of a woman's wallet, so it is perfect for carrying in a small bag or purse. Plus, I can use and reuse it even when I'm not at WDW. :) Just a personal preference.

and if its chilly or warm rainy weather.

We bring the cheapie ponchos with us in the warm season because we ONLY wear them during a downpour and then toss them in the trash. It's too hot and humid to wear them long, I always feel we'll end up looking and feeling like chinese steamed dumplings....... IF its light rain and heat we bring a couple of light colored 'brellas cause they can be used to keep the sun off too and forgo the ponchos.

In chilly weather we use Mickey ponchos from the park and/or REAL raingear that also doubles as jackets to keep us warm and stick a small umbrella or two in the pack. A real rain jacket won't blow around like a poncho either so we stay drier.

I have a couple of cheap (Wal-Mart) visors and caps. I've learned to put the cap or visor on top of the hood of the cheap ponchos. It holds the hood in place and helps keep the rain off of my glasses and face.
