Raglan Road has a couple of different bar areas (two inside) and at least one outside as well. I don't think you have to make a reservation for the bar area, but I've read that it can be tough to find a table/seat in the evenings. If you don't get any firm answers about what type of menu is available or whether they take reservations, I would contact Raglan Road directly. They have actually used the bar area (not AT the bar but a tall table just next to it) for an ADR, so I wouldn't expect the bar area to be open. And that day the bar area was packed. Also, FL law allows kids to sit AT the bar, so that can be a bit of culture shock to those of us from other states with different laws.
You can make reservations at Raglan through them, I believe (and/or through Open Table) without the restrictions that WDW puts, so look into that option if you want a changeable reservation.
