Raglan Road - Settle a dispute for us

My husband and I are in disagreement. Is Raglan Road on the Dining Plan or no? Extra points for linking me to your evidence! (Both of us have looked and found resources that seem legit that support our respective arguments for/against!!)

Trying to make sure we are being respectful of meal credits vs oop meals for the part of our group using ddp.

I'm wondering if he was looking at one of those early releases of included restaurants that come out before everything is finalized. Technically official at the time at the time it's released, not usually accurate by the start of the year. I recall that a number of Disney Springs restaurants aren't added until later.
