Radiator Springs Rider Swap

Can you do rider swap for Radiator Springs during the extra morning hour for hotel guests? It is my understanding that the fast pass is not open, so just wasn't sure if we could do rider swap.

Not sure about RSR, but I know one time we tried to do a rider swap on IJ first thing in the morning. They didn't give it to us, because the lineup was short enough that you could basically walk on with very little wait. Keep in mind, the actual walking through the line takes a few minutes anyway.
