R/T board... Can I post thread asking to buy points for transfer?

Hi,
I read rules and it mentions transfer of points to/from Dvc member.
Does that mean I can post thread on rent /trade board about buying points for transfer BRV?

If someone posts that they have points available for transfer you can respond to them.
You cannot ask for a transfer. The person with the points has to initiate it.
