Orange Lake Country Club. One of the restaurants there has them on the menu. I think Breezes but not sure.
We ordered them the last time we were there. BTW, the waitress there was one of the Princesses.
There really is no place "next to" KSC to eat...or do much of anything else. Nasa is on Merritt Island. The area is something like 150,000 - 200,000 acres.
Other than the places at the visitors center, you will have to drive 15-20 mins to cocoa beach, or titusville to find restaurants.
Gator tail is served at:
Jake Baker's Lobster Shanty
2200 S Orlando Ave,
Cocoa Beach 32931 321-783-1350
I know the Island Cow on Sanibel Island has them. We ate them there a couple of years ago. It is quite a ways from Orlando though and probably not worth the drive if you can find something closer.

I notice from their menu on Restaurant.com that The Outback Restaurant (NOT the chain) on Buena Vista Drive has them on their appetizer menu. It looks like a pricey place though.
Pearl's Restaurant is within Gatorland, so you'd have to purchase admission to the park. The restaurant is just a snack bar with covered outdoor seating (picnic tables). The Gator Ribs or Nuggets cost abound $7.00.
