Quick question about $95 fee and waitlisting

Hi all!
I have a quick question in regards to the $95 fee and being waitlisted for an RCI property.
I called yesterday and am about 2 years out from the time I want to go, obviously it's way to early and they have no availability as of yet, but MS told me I could be waitlisted. That is what I will do, but I was told I would need to pay the $95 fee now...

Yesterday I read somewhere here about waitlisting for RCI and the poster said they paid the $95 when the waitlist came through...

Can somebody tell me which is correct?

It may be that DVC could now collect upfront w/ the recent changed. Before they could not.
