From what I have heard, yes this pin is quite rare.

It is somewhat rare, if you haven't created a character at VMK Central in one of the parks.

It comes along with the Born In Park package along with Regular Mickey Ears.

Dude, come find me I have an extra I can gift you! They are about as rare as blacks ears. So in my opinion not really that much.
