How common is it to do the phone interview and be pended? Do most people get the job after this? I'm scared that I limited myself too much in my job choices. If someone could tell me their experiences, that would be amazing! Thank you!!

I did my WBI, waited about a week or so to hear anything regarding scheduling a phone interview after that. Finally got the email to schedule a phone interview. After that I was pended for a little over a month and finally accepted! My other friend was immediately NLIC'd after his phone interview. Since you haven't gotten a NLIC notice yet you're still in the running! Keep your head up high!
