Questions re: buying someone else's timeshare and trips outside of Disney

I have two questions which are a bit confusing to me and I have to say that this is ALL new to me so forgive me if they're dumb questions.

Wouldn't it be more economical to buy someone else's existing DVC timeshare because you'd be paying possibly $20 less for each point than if you signed up today? What are the pros and cons of buying from someone else?

Also, I know that you can also stay in resorts and vacation spots all over the world. Is this included in the price or is there an additional amount to pay, say if we wanted to go to one of the hotels listed in the DVC directory in the Caribbean, or maybe skiing out west?

Buying resales can save money, but not necessarily on small add-on contracts because generally the buyer pays closing costs on resale. It also depends on which resort you want to have as your home resort, there shouldn't be too many BCV resales on the market, since BCV is the newest resort, and members have more recently bought in compared to OKW, VB, HH or WVL. Plus, first time buyers often don't understand resales may have their points for the current use year already used up, plus maybe even some for the following use year, if the points were borrowed. Your sales rep/resale broker should be able to answer those questions.

As far as trading out points for other destinations, there is a fee, I think it is $75, I've never used it. I'm sure someone will correct me if it is wrong.
 
There is a $75 fee to book Concierge collection, Disney Cruise Line and World passport Collection. Resales are subject to Disneys right of first refusal so the prices are kept relatively high- some are reporting buy backs under $68/point. So if you buy a resale around $68/point plus $2- $3/point closing, you may save about $3-4/point over Disneys Magical beginings promotion ($74/pt) but it all depends on what kind of points are available on the resale.
 
It is not reasonable to buy DVC with the idea of doing much trading outside of DVC. There are no bargains to be found using DVC other than at the DVC resorts. I'd recommend you buy less points and just get the amount you need at the DVC resorts and then either pay cash or look at other timeshares for outside trading.
