The VKL vouchers are for the "sit down" restaurants vs. "counter service". They run about three times the price of the Q&C vouchers and can only be used to order from the lunch menu. Most people have reported RainForest Cafe to be the best place to use them as they use the same menu for lunch and dinner. Many people will use one voucher to feed two as you can get an entree-type appetizer (shrimp cocktail, as an expample) along with the regular entree and share the dessert.
The Q&C vouchers seem to be the best deal at Pepper Market and Beaches and Cream which are both resort restaurants. Most of the other counter service restaurants you usually just break even using them or save a dollar or two. It is still convenient to use them though as it allows many of your meals to be prepaid.
