Questions on Fan Club and Upgrades

What is the Fan Club card, how do you get one, what are the advantages to having one?
I am not sure I understand the upgrade procedure. Is this correct. If you make a ressie
for instance at HRH for a garden view and then you get there and
ask for an upgrade, does that mean you will be moved up to a higher grade of room for
no addtional cost. Thanks for any help.
