Questions about travel to Seattle/Canada

If anybody that lives in the Northwest or has traveled there could give me some suggestions I'd certainly appreciate it! We're thinking of spending a couple days in Seattle and then going on to either Victoria or Vancouver. I'm wondering which of these is a better option and why. Can you travel by boat from Seattle to either of these cities? Also, is a certain time of year preferable? Any websites I should visit or any other information you could share would be great! TIA.

There is a local airline that has regular flights up to both areas from North Seattle. Even if you'e not interested in flying their site might be able to answer a lot of your questions.

There are boats that go up, but unless you do not plan on driving at all, I prefer driving over taking a boat.
