A certified copy of a birth certificate, NOT a photo copy, is technically all you need. A certified copy has either a raised seal or is printed on paper that is similar to what paper currency is printed on. But many of us would say a Passport would be a better option. My kids each got a Passport at age 2. And your child is getting to the age where International School trips are increasing likely, so now would be a good time to get a Passport.
I assume you're flying from the US? I thought that US citizens needed a passport to fly to Canada, but could use birth certificates for land crossings? In 2016, my family got our first set of passports specifically for the Alaska cruise out of Vancouver since we were flying there from Boston.
A 12 yr old would get a child passport good for 5 yrs. The great thing is they can get an adult passport at 16, so when the child gets the next passport it's good for 10yrs! (My youngest was 12 with her first passport, my oldest was 16.)

The issue (for you) is that even if you needed nothing for the ship (or weren't even going on a cruise), your children need passports to fly from the US into Canada.
