Question?

We screwed up once. Lost the cabin list when we were halfway done. Pixie dusted the rest as we had no idea who to deliver to.

It happens.
 
The rules for the FE would have (should have?) been established in whatever group/thread/what-have-you in which it was organized in the first place. It seems pretty clear to me that you are correct about the general rules, that you probably already know that you're correct about the rules, and that either some people in your group did not follow the rules or (as suggested by others) things might have been stolen out of your FE between the time they were dropped off and the time you got back to your stateroom to check for them.

Anyway, this kind of record-keeping and performance-tracking is half the reason I can't see myself ever participating in FE. It just seems really stress-inducing to think that someone's going to judge what kind of gift I leave them, or get upset at me if the gift I leave them walks away in the hands of a thieving stranger. It's kind of a shame; I think it'd be fun to walk through the ship checking out people's decorations, and FE exchanges give you an excuse to do that. I could see pixie-dusting random FEs just for fun, but with all the emphasis on signed gifts and making sure to give gifts that are age-appropriate, or have someone's favorite character, or whatever...I worry that random pixie dustings wouldn't be welcome when FE is made out to be such a highly structured activity.

I really don't think most FEs have this kind of record keeping and stress. The ones we've been involved with have made it clear you don't have to put your name on what you're giving, unless you want to. We never really kept track...well, maybe a little, but we never really knew who did or didn't follow through. We enjoyed just giving and receiving what we did. Favorite characters are asked for, but there is no pressure that you have to do anything with that information. It's there for those who want to make the effort. It's not that highly structured.
I think random pixie-dusting is always appreciated, why wouldn't it be?
