how do I pm someone when the time is right? Do I just hit reply?

I think you need 10 posts to PM someone. When you are there, click on their name, then click on the "Start a Conversation" link from there.

Typically it take about 30-60 minutes for the system to recognize you have achieved the milestone post number. Once it does, you click on a person's avatar that you want to PM and then the "start a conversation" link.
