I have a question, is is confusing to understand, so I hope I do okay to try to explain my question.
If person A had points and gave person B points to have.(B person paid A person for his points)
So now what was A persons points are now in Bs persons account.
Now person B can not use those points, can b person still "rent" out those points to someone else.

So my question is can B put vacation in person C name(someone different).

Absolutely. They are now person B's points. They could bank them and the banking rules would be even more liberal for the transferred points as they are for the regular points. They could also use them for cruises, DC, CC, etc.
 
Dean's response is correct as long as both "A" and "B" are DVC members and the points were transferred into "B"'s account for use. Once transferred to another member, the points belong to that member to be used in any way desired.

However, if "A" made a reservation for "B" (and did not actually transfer any points), then "A" would still have control of the points used and would have to be the one to make any name changes on the reservation. "B" could try to find someone else to rent the reservation, but "A" would still have to make any changes to it.
