I know loose ice is no longer allowed in coolers. Does ice in a zip lock bag still constitute as loose ice, or is that allowed? If not allowed, what do you recommend using to keep water and sodas cold?

We freeze plastic bottles of water to use as ice packs. Then, as the bottles thaw, we also have cold water to drink throughout the day and evening. If your other waters and sodas are already refrigerated when they go into the cooler, the frozen bottles can stay very cold (and keep other things cold) for a surprisingly long time.

Yes, this is allowed. "Loose ice" is just that, ice dumped directly into the cooler.
