Question on IOA early hours and Hogwarts Express

Is Hogwarts Express in operation from IOA to USO during the early hour of admission or is it just limited to. IOA only rides?

It was operating, as the Studios were opening at the same time as early entry to IOA. So just a little time around the first 10 minutes or so, it may be hard to get to the train, as they get set up to make a pathway for those riding the train through the Hagrid’s line.
