Question about who is able to book Free Dining today??

Good Morning Everyone,
Just wondering if only Visa cardholders are able to start booking today or is this open to the general public as well today? There are so many threads and I know that everyone was saying 4/9 for Disney Visa Cardholders and April 12th for the general public, is this still the case? Thanks guys......

From what I'm reading everyone is being asked for their Disney Visa Card.

Yes, you have to have a Disney Visa to be able to book today. They DO ask you for it if you try to book.
