Question about vatation package

I was on EBAY yesterday and saw a package from a man who claimed to be a DVC member, he was offering up for sale a "Disney Dream Maker, Silver package" and I was wondering, how can he do this, can other DVC members sell or buy packages using their DVC membership? Please help me, I am lost.

That sounds like a scam to me. I wanted a dream maker package added to my DVC and both MS and CRO told me it can't be done.
