We have a trip planned for next month and we have tickets included in package we booked with Disney. We plan on arriving a day before check in and would like to upgrade to Annual passes, is it possible to either use the tickets before the check in date and/or upgrade them to annual passes before check in date?

Yes to both.
As early as 10 days before package check-in...
Go to any Guest Relations outside any park, or at TTC, or one of the two locations in DTD/DS.
Take your package confirmation number and a photo ID.
Pick up your package tickets.
Everyone should USE those tickets at least one time to enter a theme park
BEFORE doing the AP upgrade.
Then, go to Guest Relations and upgrade to AP.
Every guest 18 yrs and older getting an AP will need a photo ID.

a word of warning. the FP+ system will only allow you to make fastpasses ahead of time for the amount of tickets you have. so you will only be able to make fast passes from home for 2 days. I found this out the last trip. once you upgrade to annual passes, then you can make Fastpasses for the rest of your trip from you laptop or smart phone.
I have neither, so I added days to those tickets from home (just so I could make the fast pass selections). used the tickets once to enter the theme park, then went to GR at DHS to upgrade the tickets to an annual pass. they ended up charging me too much. but when I got home I straightened it all out on the phone with some great CMS! I have heard the CMs at DTD has the most savvy regarding tickets. but that means you have to go to DTD early in the trip.

That kind of info is a "moving target" that can change within hours.
There are CMs of varying competency, training, helpfulness at any and all Guest Relations,
depending on the vagaries of days off, shift changes, reassignments, dining breaks, etc.
You can get a great CM... or a noobie... (managers included) at any location at the time you happen to be there.

Your best defense is knowing exactly how much an upgrade should cost
(ask on this board, if in doubt) and then, at the window, if the wrong price ls quoted,
nicely ask for a manager, or nicely tell the CM you've changed your mind, and then
go elsewhere for the upgrade.

A guest's best resource is advance knowledge.

can't argue with that! knowledge is important. I did do my homework and have all the numbers. but the CM told me the tickets that come with the "free" dining package have a dif. value. I did ask for a manager, the CM went in the back and came out with a voucher for about half of what we were arguing (debating) about. by that time my husband was in a lot of pain (having back surgery soon) and time was going by fast. we had FP for frozen sing a long and I stupidly agreed.
when I got home, I ended up on a conference call with 3 lovely ladies (one from GR, one from ticketing, and one from another dep.t after much work on their part and I had all my ducks in a row, they ended up refunding my credit card. I was foolish to agree in the first place. I should have waited till the next day and gone elsewhere.
but I have heard quite a few times over the years the GR at DTD is the best place to do any business that might be more complicated.

the reason I posted at all was I to remind the OP that if she waits to upgrade to the AP when she gets there, she will only be able to make FP from home for 2 days. thanks robo!

ps love the "moving target" analogy! the same can be said for phone CMs often we have called WDW and could tell the CM knew little and had wrong info.. we just say "nevermind, changed our minds".. hang up and call back
