Question about the fees

I know the annual dues can (and will) change, but has there been a time where one resort has jumped significantly more than the others? For example, if we bought into the Boardwalk villas, will we (most likely) always have the highest fees of the WDW vacation clubs? Or if we bought into Bay Lake Towers, would we have the lowest fees?
