Question about software for pictures

My grandma, unfortunately, is dying of pancreatic cancer. I'd like to take her photo albums and put the photos onto a cd. Can anyone recommend a good program to do this? I don't want to pay a fortune (I'd go as high as $50). And I'd like one that I can put captions with the pictures so when you view the pictures, you can see the captions (so I can put the people's names with their picture).

Also, I'd really like to do a family history/geneology for my family. Does anyone know if these programs come with a scrapbook maker like the one I'm talking about in the above paragraph?

I am so sorry to hear about your Grandmother. I have also started going through my father's pictures. I'm going to scrapbook them and also put them on CD. After doing some searching, I found a software program called Picasa. Someone recommended it on the DIS Photo forum. It is a free download. http://picasa.google.com/index.html
I have just started working with it. So far, it seems like a good program to burn picture CD's. You can even put them in slideshow format.
