Question about Opening Times and ADRs

I'm getting ready to make my ADRs for my fall trip. I was on the Disney dining site just playing around and noticed something strange. For example, Via Napoli states that it doesn't open until 12:30; however, I can get an 11:30 reservation. Can anyone explain?
