Question About Guests of Disney's Resorts

I have seen this statement on several threads, "Any of Disney's resort guests (even those staying at a value or mod) are allowed to shop, dine, use the transportation or spa facilities at any of the Disney Resorts. (Of course pool hopping is not allowed.)"

I understand what the poster is saying, but my question was, aren't those amentities offered to anyone? Do you have to be a guest to use the transportation or spa facilities at another Disney Resort, or can you stay offsite and do the same thing? Thanks!

Resort guests must pay for the use of spa facilities, just the same as non-guests. So there really is no separation in that area.

WDW transportation is open and free to all, whether you are staying offsite or onsite. If it wasn't, there'd be no way for offsite guests to get to Magic Kingdom. You are, however, not allowed to park at a resort, and then enter a park, unless you are a guest at that resort. This is why people are issued 3-hour parking passes if they wish to visit a resort. This is plenty of time to eat, shop, use the spa, etc., at the resort, but not enough to get any use out of a park.
 
I think when people say that, they are just clarifying for people that with the exception of pool hopping, that you can enjoy everything the resort have to offer. Sometimes people think that things like the campfire at FW are only for guests of that resort, which is not true.
