Question about fastpass+ riding soarin and test track

yes will FP+ you can only pick one from the top tier attractions so one you will have to wait in standby or go another day.

So Tower of Terror, Rockin Roller Coaster and Toy Story are all in the same group and Test Track, Soarin and Maelstrom are in the same group ? I can only pick one of those from the group ?

Yes on Test Track, Soarin' and Maelstrom, no on Tower of Terror, RnR and TSMM. RnR and TSMM are tier 1, but ToT is tier 2, so you can get ToT and either RnR or TSMM.
