Question about DVC and the park reservation system - and tickets

I am planning on booking next month for a 15 day stay. 11 nights at WDW and 4 at Vero. With the new park reservation system will I then - the same day I book our trip be able to make a reservation for a park for each day of our WDW stay? Will I be required to already have tickets for that time in order to make the park reservations?

How is dining being handled?

You will have to have tickets to make a park reservation.

Reservations for dining are not yet available, other than Disney Springs. And, while you didn't mention this, there is no longer a dining plan offered by WDW.

I assume your trip is in 2021, but you do need tickets to book park days. Once you book the room, you can purchase 2021 tickets as they go on sale June 24th for those that have a room booked on property!

That is what is supposed to happen, yes. DVC owners should be able to get the tickets with a room only reservation
